Work program 2023–2024
The work program serves for the implementation of the framework program and is published for two years. The official publication of all work programs is planned for December 2022, but the first drafts are already available here.
In the upcoming work program, there will be an increase in the number of calls with so-called lump sum funding. The amounts of lump sums are defined in advance and are fixed in the grant agreement. With this type of funding, calls will be made across the entire programme. More information on this type of financing can be found here.
New partnerships
As part of the new work programme, two new partnerships will be officially launched:
Cluster 1: European Partnership on Rare Diseases; European Partnership for One Health/AMR Antimicrobial Resistance (AMR); European Partnership for Personalized Medicine and European Partnership on Pandemic Preparedness
Cluster 6: European Partnership for Agriculture of Data; European Partnership for Safe and Sustainable Food Systems; European Partnership accelerating farming systems transition: Agroecology living labs and research infrastructures and European Partnership for Animal Health and Welfare (PAHW)
Mission
The 2023 work program will be the last for now to have open mission calls. The results of the mission implementation will then be evaluated. A more detailed mission assessment will be available from around spring 2024.
Strategic Plan
The official launch of the preparation of the Strategic Plan 2025–2027 will take place during the European Research and Innovation Days at the end of September 2022. This document sets out key directions for targeting investments during their implementation period and ensures that EU research and innovation activities contribute to EU priorities, including a climate-neutral and ecological Europe, a Europe ready for the digital age and an economy that works for people. A public consultation will be launched to obtain input from the scientific community and the general public. The new Strategic Plan will also include new partnerships that will be launched in the second half of the implementation of Horizon Europe.
Evaluation of framework programs
At the end of the year, two public consultations will be opened, which will focus on the final evaluation of the Horizon 2020 program and the mid-term evaluation of the Horizon Europe program. Both consultations will remain open for 12 weeks and their outputs will be taken into account as part of the preparation of the new Strategic Plan. In addition, the European Commission is planning an online event for the second quarter of 2023, which will also focus on the evaluation of both programs.
